Big fine for illegal dumping on a construction site

A Southern River man has been fined $6,000 and been ordered to pay $418 costs for illegally dumping waste on a construction site.

Jayden Emil Vespescu was seen by a witness dumping a truckload of construction waste on a vacant home site on Prizmic Road, Beeliar on 9 April 2020.

The site is located within and is under the management and control of the City of Cockburn. The accused did not have the permission of the landowner to dump waste at the site.

Mr Vespescu was charged by the Department of Water and Environmental Regulation (DWER) for illegal dumping and the matter came before the Fremantle Magistrates Court on 16 April 2021. 

There was no appearance by Mr Vespescu and the matter was determined in his absence. Mr Vespescu was fined $6,000 and ordered to pay costs of $418.70. 

DWER Executive Director Compliance and Enforcement, Stuart Cowie, said the court outcome was appropriate and sent a strong message. 
 
“Illegal dumping is damaging to the environment and offenders will be prosecuted,” Mr Cowie said. 

“This fine should serve as a deterrent to others contemplating a similar act.”
