Consultation: proposed changes to the WEM, GSI and Pilbara Regulations

Energy Policy WA invites stakeholder’ views on a consultation paper regarding proposed changes to the WEM, GSI and Pilbara Networks Regulations (Civil Penalties and Reviewable Decisions).

Energy Policy WA has published a consultation paper seeking feedback on proposed changes to the Wholesale Electricity Market (WEM), Gas Services Information (GSI) and Pilbara Networks Regulations. The proposed changes include:

  • Changes to the Civil Penalty framework - proposed amendments to the framework for applying civil penalties and updating Schedule 1 of the WEM Regulations;
  • New functions of the Economic Regulation Authority (ERA) – amendments to include issuing all categories of civil penalties and making new orders;
  • Changes to the Reviewable Decisions framework - proposed amendments to the heads of power and proposal to relocate the list of reviewable and procedural decisions to the WEM rules;
  • Changes to align relevant heads of power across the WEM, GSI and Pilbara Networks Regulations; and
  • Minor amendments.

Stakeholders are invited to provide submissions on the consultation paper by 5:00pm (WST) on 15 August 2022 to energymarkets@dmirs.wa.gov.au.
