A Department of Local Government inquiry into allegations relating to Laverton Shire Council has found no impropriety, but shows a disturbing breakdown in proper council procedures.

Local Government Minister Paul Omodei said the allegations related to a contract to clear road verges awarded late last year to a serving councillor without going to tender.

Mr Omodei said tenders must be called for works valued at $30,000 or more, but the department's investigations indicated the contract was originally valued below that amount.

Procedures relating to the awarding of the contract were very loose, and Mr Omodei noted that the council's failure to keep proper records made it difficult to determine precise events.

There were conflicting reports within council about a further allegation that the councillor who was awarded the contract failed to declare a pecuniary interest.

However, as no formal vote was taken on the contract, meaning the councillor did not vote on the matter, the Minister said he would not be taking further action.

"I would hope that lessons have been learned by all parties.  I am very disappointed that the council failed to ensure its actions and decisions were properly recorded," Mr Omodei said.

"Several recommendations have been made, including a call for councillors and staff to participate in training programs, and I have asked the council to advise me of the measures it intends to introduce to comply with the recommendations."

Mr Omodei said that while the councillor and council had been cleared of impropriety, the breakdown in procedures was damaging to the council's reputation and must be addressed.
