The Western Australian Planning Commission (WAPC) is currently undertaking planning for redevelopment of approximately 1.5 hectares of land located on the corner of East Parade and Guildford Road, Mount Lawley. The land was initially purchased by the WAPC to facilitate road widening for regional traffic management. Most of the existing dwellings were demolished in early 2009.
With the cooperation of Main Roads Western Australia, the Town of Vincent, City of Stirling and the City of Bayswater the intersection design for the two roads has been approved. The Metropolitan Region Scheme is now proposed to be amended to reduce the Primary Regional Roads reservation and thus free up the remaining land for development within the Urban zone.
The residual land is now proposed as a regeneration project to:
- encourage residential choice recognising growing demand for the provision of smaller residential dwellings/units
- promote development that maximises the potential for residents to access public transport especially at the nearby stations of East Perth and Mount Lawley
- improve pedestrian and cyclist movements and access through the area.
The Department on behalf of the WAPC, is investigating transit oriented development opportunities and innovative design measures to minimise energy and water use/requirements and reduce amenity impacts associated with the noise from two regional roads. Projects such as this are required to demonstrate ways of achieving the expected 50 per cent increase in infill development rates (in addition to a 50 per cent increase of average residential densities in new areas) referred to in Directions 2031. Meeting future growth demands by reducing unsustainable urban fringe development (or at least providing attractive alternatives) may be assisted by the East Parade Regeneration and similar projects.
