The Coordinator of Energy (Coordinator) is conducting a review of the Benchmark Capacity Providers / reference technologies that are used to determine the Peak and Flexible Benchmark Reserve Capacity Prices (BRCPs).
The Coordinator must determine the Benchmark Capacity Providers within six months of a revised Electricity Storage Resource Duration Requirement (ESRDR) being published in AEMO’s Electricity Statement of Opportunities (ESOO).
AEMO’s 2025 ESOO was published on 24 June 2025 and included an ESRDR of 6 hours, an increase from the previous ESRDR of 4 hours.
The Consultation Paper makes the following proposals:
- the reference technologies for the Benchmark Peak Capacity Provider and Benchmark Flexible Capacity Provider; and
- whether a Gross or Net Cost of New Entry (CONE) approach should apply.

2025 Benchmark Capacity Providers Review – Consultation Paper
Stakeholders are invited to provide feedback on the proposals in the Consultation Paper before 5:00pm AWST on Friday 19 September 2025 by submitting comments to energymarkets@deed.wa.gov.au.
Late submissions may not be considered.
