Change of name from WEM Rules to ESM Rules

Since this web page was published, the Wholesale Electricity Market (WEM) Rules have been renamed the Electricity System and Market (ESM) Rules, and the Electricity Industry (Wholesale Electricity Market) Regulations 2004 (WEM Regulations) have been renamed the Electricity Industry (Electricity System and Market) Regulations 2004 (ESM Regulations). Changes have not been made to this web page to reflect this updated name.

Energy Policy WA is pleased to announce that Ms Sally McMahon has been appointed by the Minister for Energy as the independent Chair of the Market Advisory Committee (MAC), Gas Advisory Board (GAB) and Pilbara Advisory Committee (PAC).

The MAC, GAB and PAC provide advice in relation to Rule Change Proposals, Procedure Change Proposals and the evolution of the Wholesale Electricity Market Rules, Gas Services Information Rules and Pilbara Networks Rules.

The Chair’s responsibilities will include managing the activities of the MAC, GAB and PAC to facilitate the delivery of their advice, developing and approving their forward work program, and facilitating discussions between members.

Energy Policy WA wishes to thank Mr Peter Kolf, who acted as the interim independent Chair for a 6-month period from 1 July 2021.

Sally McMahon brings to the independent Chair role 25 years’ experience working across Australia and in Canada in the energy sector and industry reform. She has experience developing government policy, making determinations as a regulator, and as an Executive in public and private companies including with investment funds. Sally has advised a broad range of clients across the energy supply chain and utility sector, has held roles with industry and organisational Boards and is a former Chair of the Women in Economics network of WA and Committee Member of the Australian Institute of Energy (Perth Branch). She is also a member of the Expert Panel for the WA Electricity Review Board and the Technical Panel of Experts for the generator performance standards dispute resolution mechanism in the Wholesale Energy Market in WA.

Sally has a Bachelor of Economics (Honours) and is a graduate of the Australian Institute of Company Directors.
