The Coordinator of Energy (Coordinator), in consultation with the Market Advisory Committee (MAC), is undertaking a review of Capability Class 2 Technologies.

At the 24 July 2025 MAC Meeting, in accordance with clause 2.3.17(a) of the Electricity System and Market Rules (ESM Rules) the MAC established the Capability Class 2 Technologies Review Working Group (CC2TRWG) to support the review.

The review is required by clause 4.13B.1 of the ESM Rules and will consider:

  • Whether market design changes are required to maintain Power System Security and Reliability (PSSR) with the growing share of Electric Storage Resources (ESRs) in the SWIS;
  • Whether the methodology for rating the capacity of ESR for the purposes of setting Certified Reserve Capacity remains consistent with the State Electricity Objective (SEO);
  • Whether the Demand Side Programme Obligation Duration remains consistent with the SEO; and
  • Whether the Electric Storage Resource Obligation Intervals (ESROI), including the method used by AEMO to determine the ESROI, is consistent with the SEO.

EPWA is seeking membership nominations for the CC2TRWG.

There are no restrictions on the number of CC2TRWG members. However, the Chair of the CC2TRWG may only approve one member from each organisation.

The Chair of the CC2TRWG will have discretion to allow additional members from an organisation if they represent distinct areas of operation.

The Terms of Reference for the CC2TRWG are available on the Working Group web page. More information on this review can be found on the Capability Class 2 Technologies Review web page.
