Capital Charges Scheme: Impact on Connections to Existing Transmission Infrastructure – Consultation Now Open

Public notice
Consultation is open on the impact of the Capital Charges Scheme on renewable generation and storage projects seeking new or expanded connections of 10 MW or more to existing SWIS transmission infrastructure.
Last updated:

The State Government is progressing the Capital Charges Scheme, which will replace existing project-specific shared asset contributions with a fixed capital charge of $100,000 per MW for new and expanded transmission connections of 10 MW or more.

The Scheme will apply consistently across the SWIS, including to projects connecting to existing transmission infrastructure as well as Clean Energy Link projects. This approach is intended to provide greater certainty and transparency about shared network costs and avoid reintroducing complexity and uncertainty through different charges for different parts of the network.

The Department of Energy and Economic Diversification is seeking feedback from renewable generation and storage projects seeking new or expanded connections of 10 MW or more to the existing SWIS that can demonstrate that the introduction of the capital charge would make their project commercially unviable. Further information can be found on the Capital Charges Scheme consultation page.

Stakeholders are invited to provide financial analysis supporting any identified viability impacts. Feedback may be provided through a written submission or presentation.

Consultation closes at 5:00 pm AWST on 7 September 2026.
