Commissioner’s Instruction 23: Conversion and Appointment of Fixed Term Contract and Casual Employees to Permanency has been repealed.

This instruction was issued in 2018 as a framework for the conversion and permanent appointment of current fixed term contract and casual employees, subject to applicable criteria being met.

It provided a mechanism for implementing the government’s policy commitment to create a more stable and permanent public sector.

All relevant public sector staff have been reviewed under the terms of the instruction, with ongoing industrial mechanisms now in place.
