Since this web page was published, the Wholesale Electricity Market (WEM) Rules have been renamed the Electricity System and Market (ESM) Rules, and the Electricity Industry (Wholesale Electricity Market) Regulations 2004 (WEM Regulations) have been renamed the Electricity Industry (Electricity System and Market) Regulations 2004 (ESM Regulations). Changes have not been made to this web page to reflect this updated name.
The Minister for Energy has published notices in the Government Gazette to commence the new Wholesale Electricity Market (WEM) and related WEM Rules at 8:00am (AWST) on 1 October 2023.
The implementation of the new WEM is a major milestone in the delivery of the WA Government’s Energy Transformation Strategy.
The notices, which were published in Gazette 2023/125 on 19 September 2023, include:
- a notice confirming the "New WEM Commencement Day" in the WEM Rules as 8:00am (AWST) on 1 October 2023;
- a notice confirming associated changes to the Electricity Industry (Metering) Code 2012, including:
- the commencement of Part 2 of the Electricity Industry (Metering) Amendment Code 2021; and
- the setting of the "weekly settlement commencement" date to 1 October 2023;
- commencement notices for the Amending Rules required for the new WEM, which were previously made by the Minister as:
- Schedule C of the Wholesale Electricity Market Amendment (Tranches 2 and 3 Amendments) Rules 2020;
- Schedule E of the Wholesale Electricity Market Amendment (Miscellaneous Amendments No. 1) Rules 2021;
- Schedule G of the Wholesale Electricity Market Amendment (Miscellaneous Amendments No. 2) Rules 2021;
- Schedule I of the Wholesale Electricity Market Amendment (Tranche 5 Amendments) Rules 2021;
- Schedule E of the Wholesale Electricity Market Amendment (Tranche 6 Amendments) Rules 2022; and
- Schedule B of the Wholesale Electricity Market Amendment (Tranche 6A Amendments) Rules 2023; and
- gazette notices advising that the Minister has made:
