Change of name from WEM Rules to ESM Rules

Since this web page was published, the Wholesale Electricity Market (WEM) Rules have been renamed the Electricity System and Market (ESM) Rules, and the Electricity Industry (Wholesale Electricity Market) Regulations 2004 (WEM Regulations) have been renamed the Electricity Industry (Electricity System and Market) Regulations 2004 (ESM Regulations). Changes have not been made to this web page to reflect this updated name.

The Independent audit on the effectiveness of the Procedure Change Process is conducted under clause 2.16.13F of the WEM Rules. Under this clause the Coordinator of Energy must ensure that an independent person carries out an audit of the effectiveness of the Procedure Change Process no less than every three years. 

The Independent audit is part of the Procedure Change Review, undertaken in three stages:

Stage 1: Procedure Change Process audit 

Stage 2: Procedure Change Process design

Stage 3: WEM Amending Rules and procedure changes

ACIL Allen has been engaged by the Coordinator to undertake Stage 1 of the review and recommend any changes necessary.

ACIL Allen’s Consultation Paper was published 6 May 2024 and sets out the initial recommendation and observations on the effectiveness of the Procedure Change Process.

Public submissions on the Consultation Paper closed at 5:00pm (AWST) on 31 May 2024.
