Power System Security and Reliability (PSSR) Standards Review – Consultation Paper

Consultation Open: Energy Policy WA has published a Consultation Paper that presents the findings and proposed policy proposals of the PSSR Standards Review. Stakeholders are invited to review the design proposals and provide feedback

The purpose of the PSSR Standards Review is to implement the Energy Transformation Taskforce’s recommendation to develop an end-to-end PSSR standard for the South West Interconnected System (SWIS), and include this in the Electricity System and Market Rules (ESM Rules).  

Energy Policy WA (EPWA), in consultation with a Market Advisory Committee Working Group, has developed a Consultation Paper with a set of proposals to consolidate, streamline and improve the PSSR Standards for the SWIS.  

The Paper includes proposals for:  

  • updated network planning standards for PSSR to evolve and improve their application in the SWIS; 
  • a revised User Facility Standards Framework, that combines the connection standards in the ESM Rules and Western Power’s Technical Rules, to bring all facilities connecting to the network into one framework; 
  • revised Technical Requirements (connection standards) to remove barriers to new battery and renewable energy technologies seeking to connect to the SWIS that can provide valuable services to the electricity system; 
  • a new SWIS System Strength framework to clarify the obligations of the market bodies, and Western Power in particular, to maintain system strength; and  
  • revised governance arrangements for the updated end-to-end PSSR Standard.  

Stakeholders are invited to provide feedback on the proposals before 5:00pm (AWST) 7 August 2025 by submitting comments to energymarkets@deed.wa.gov.au. Late submissions may not be considered. 

Any submissions received will be made publicly available on PSSR Standards Review webpage unless requested otherwise
