Reinvigorating collaboration between industry bodies and government

The Resources Industry Consultative Committee (RICC) was reconvened on 27 November 2025, marking an important milestone in strengthening collaboration between the Department of Mines, Petroleum and Energy (DMPE) and Western Australia’s peak resources industry bodies.

Originally established in 1987 as the Mining Industry Liaison Committee and refreshed in 2018, RICC has long served as a central forum for structured dialogue on the State’s mining and petroleum legislation, regulation and policy. Its membership reflects the breadth of Western Australia’s resources sector, bringing together representatives from:

  • The Chamber of Minerals and Energy (CME)
  • Association of Mining and Exploration Companies (AMEC)
  • Amalgamated Prospectors and Leaseholders Association (APLA)
  • Australian Petroleum Production and Exploration Association (APPEA)
  • Energy and Resources Law Association (ER Law)

Chaired by DMPE, RICC provides a unique opportunity for industry bodies and government to come together to identify shared challenges, future priorities and opportunities for regulatory improvement.

A strategic forum for a changing industry

As Western Australia’s resources sector continues to evolve, so too do the policy and regulatory challenges it faces. Decarbonisation, digital transformation, environmental performance, critical minerals demand and global competitiveness are now front-of-mind for industry and government alike.

RICC plays an important role in navigating these shifts. The committee provides advice and recommendations on:

  • legislative reform proposals;
  • pathways to reduce administrative burden and duplication across agencies;
  • measures to improve compliance with title and environmental requirements;
  • emerging cross-industry issues such as technology adoption, security of supply and modern regulatory expectations.

By bringing together the State’s peak bodies across both mining and petroleum, RICC ensures a broad, whole-of-industry perspective is considered in shaping future policy settings.

Supporting clearer, more consistent consultation

The committee also supports DMPE’s commitment to transparent, consistent and predictable engagement with industry. Instead of relying solely on individual project-by-project consultation, RICC provides a standing mechanism for early insight, collaboration and discussion on matters that affect the sector as a whole.

A refreshed and reinvigorated RICC will help the department and its industry partners anticipate challenges earlier, reduce friction through clearer regulatory pathways and work together to ensure Western Australia remains a world-leading resources jurisdiction.

As the committee prepares for its next meeting in March 2026, DMPE looks forward to continuing this important partnership and strengthening the shared stewardship of one of the State’s most significant industries.
