Transitioning to the MDCP framework

Support for small mining operations and existing Mining Proposal applications

The Department of Mines, Petroleum and Exploration (DMPE) has seen strong industry response to the Mining Development and Closure Proposal (MDCP) framework briefing sessions held across the last two weeks.

The MDCP project team presented collectively to more than 300 stakeholders, who also had the opportunity to ask detailed questions about the MDCP guidelines and implementation.

To support small mining operations with the new Mining Development and Closure Proposal (MDCP) and Approvals Statement framework, the Department of Mines, Petroleum and Exploration (DMPE) has released the policy and approved form for submitting a MDCP.

The Small Mining Operations Policy for MDCPs aims to clearly outline the elements of the regulatory framework that are relevant to small mining operations.

The MDCP for Small Mining Operations Form for MDCPs is designed to meet the requirements of the Mining Act 1978 (the Act) and regulations, while ensuring the information provided to the department is appropriate for the nature and scale of activities.

MDCPs will replace the requirement to provide a Mining Proposal and Mine Closure Plan at the project approval stage. From 9 September, MDCPs must be submitted through Resources Online in accordance with the Act and regulations.

To facilitate a smooth transition to the new framework, proponents will be unable to submit Mining Proposals to the department from 2 September. Mining Proposals submitted prior to this date will continue to be assessed, however the Department strongly recommends that where possible, applications are submitted as a MDCPs after 9 September. This will ensure an efficient assessment under the new framework.

“We appreciate industry engagement and support to date. This ongoing collaboration will be paramount as we, and industry, transition to the new framework."
