The Western Australian State Training Board is pleased to announce the appointment of Mr Stephen Moir as its new Chair, marking an exciting milestone for the State’s vocational education and training (VET) sector. A highly respected leader with a long and distinguished career in industry, workforce development and training, Mr Moir brings a powerful vision for strengthening WA’s future skills pipeline.
Mr Moir has served on the State Training Board since April 2019, playing an influential role in shaping strategic workforce planning and training policy across priority sectors. His appointment as Chair reflects his strong record of leadership, collaboration and commitment to building a responsive and future‑focused training system for Western Australians.
As Group Chief Executive Officer of the Motor Trade Association of Western Australia from 2010 to 2025, Mr Moir oversaw significant growth and innovation within one of the State’s largest employers and trainers of automotive apprentices. During his tenure, the Association’s training arm was recognised as Western Australia’s Large Training Provider of the Year and received a national bronze award at the 2024 Australian Training Awards—a testament to his dedication to high‑quality training and industry advancement.
His previous leadership as Managing Director and CEO of the Small Business Development Corporation further demonstrates his commitment to strengthening Western Australia’s economic landscape. In this role, Mr Moir led statewide initiatives supporting small business sustainability and shaped national skilled migration settings through his role on the Federal Minister for Immigration’s Consultative Panel.
With extensive experience across industrial relations, marketing, human resources and governance—as well as board leadership roles spanning training, education and industry development—Mr Moir brings strong industry insights and high-level strategic understanding into employer workforce needs, apprenticeships and traineeships, and the broader VET environment. His leadership will be instrumental in ensuring WA’s training system continues to deliver skilled workers aligned with the State’s economic priorities.
The Minister for Skills and TAFE has also appointed Ms Brooke Fowles as a new member of the State Training Board. Ms Fowles, currently Director Strategy and Governance at the Chamber of Minerals and Energy of Western Australia, brings broad expertise in strategic planning, governance, government relations and organisational strategy renewal. Her appointment strengthens the Board’s capability to deliver high‑level, industry‑informed advice at a time of rapid transformation across WA’s workforce and training landscape.
The State Training Board warmly congratulates Mr Moir on his appointment as Chair and Ms Fowles on her appointment as a Board Member. Their combined experience, leadership and industry insight will play a vital role in shaping Western Australia’s future workforce and ensuring strong collaboration across government, industry, training providers and the broader community.
