The Oracle CUA expired on 17 April 2024.
No new customer contracts can be formed under the CUA Head Agreement.
The contract term of any current customer contract survives the expiry of the CUA Head Agreement.
The customer is responsible for all contract management activities for any customer contracts that survive the expiry of the CUA Head Agreement.
Where to from here
State agencies are required to procure these requirements in accordance with the General Procurement Direction 2025/07 – Western Australian Procurement Rules.

Category A - Oracle Enterprise Agreements
Category A covered whole-of-government Enterprise Agreements for Oracle products,
Included:
- Access to Oracle e-Business Suite for new agencies.
- Enterprise Agreements.
- Support and maintenance renewals.
Exclusions:
Oracle Professional Services were not available under this CUA; SSC Policy applied for these engagements.
Support & Maintenance:
- Recommended under the CUA to ensure applicable terms and conditions.
- Renewals handled directly with Oracle.
- From 1 Jan 2024, a 5% CPI increase applied unless it was capped for agencies in the early renewal periods (2020/2021 purchases).
- Multi-year renewals allowed to avoid future CPI increases.
Category B – Oracle Products
Category B included software, hardware, cloud services and support & maintenance.
Agency Options:
- Incremental or aggregated purchases.
- Licence top-ups.
- Support and maintenance with new products.
- Volume-based discounts.
Sub-Categories:
- Cloud Services - Included SaaS, PaaS, IaaS, DaaS offerings to support agility, innovation, and data access, and vendor-agnostic data activation. Oracle Professional Services was excluded with the WA Procurement Rules applying.
- Systems- Oracle Engineered Systems for efficient upgrades and simplified maintenance
- Database Software - Secure data management with optional add-ons for performance, scalability and security.
- Fusion Middleware - Scalable platform for application integration and automation, compatible with Oracle and non-Oracle systems.
- Applications - Industry-specific solutions including Oracle e-Business Suite, Siebel, PeopleSoft and JD Edwards. This included EPM (planning, budgeting and reporting) and BI (analytics and dashboards).
- Oracle Linux - Complete operating environment compatible with Red Hat Enterprise Linux.
- Support & Maintenance - Purchased with new products under Category B and renewals/extensions handled under Category A.
Exclusions:
- Implementation and testing services were not included under this CUA and were to be procured via CUAICTS2021 ICT Services.

Terms and Conditions
The Request Conditions and General Conditions of Contract August 2012, applied to this CUA.
The Department of Treasury and Finance had agreed to a number of departures. A copy of the amended terms and conditions can be accessed through the eDecision Aid - Log In, under the ‘Buyers Guide and Documents’ section.
Insurances
The minimum insurance requirements were:
Head Agreement
- Public liability insurance for an amount not less than $20M for any one occurrence and $20M in the aggregate.
- Workers’ compensation insurance in accordance with the provisions of the Workers’ Compensation and Injury Management Act 1981 (WA)
Customer Contract
- Public liability insurance for an amount not less than $20M for any one occurrence and $20M in the aggregate.
- Products liability insurance for an amount not less than $20M for any one occurrence and $20M in the aggregate.
- Professional indemnity for an amount not less than $5M per claim and in the annual aggregate.
Buying Rules
Customers could pick and buy products based on the minimum discount percentage for the product(s) via the eDecision Aid price list/discount schedule. Customer could engage Channel Partners nominated and accredited by Oracle for purchases under Category B only. The Channel Partners are required to carry out all CUA duties in the supply the requested Oracle products in accordance with the CUA terms and conditions.
