Concept Papers foster analysis and discussion of complex issues that can affect the Wholesale Electricity Market (WEM) Rules, Gas Services Information (GSI) Rules and Pilbara Network Rules.
Any person may submit a Concept Paper for consideration by the Market Advisory Committee (MAC), Gas Advisory Board (GAB), or Pilbara Advisory Committee (PAC). A person wishing to submit a Concept Paper should first contact Energy Policy WA to discuss the issue(s), and then submit the paper by email to energymarkets@energy.wa.gov.au.
The Chair of the MAC, GAB or PAC (as applicable) is responsible for the prioritisation of any Concept Papers submitted and the scheduling of papers for discussion by the relevant committee.

Wholesale Electricity Market Rules Evolution Plan (2009 -2012)
The Market Rules Evolution Plan was developed and maintained by the Independent Market Operator (IMO) with the assistance of the MAC. The Market Rules Evolution Plan was intended to reflect the most important Wholesale Electricity Market Rules evolution issues to be addressed over each upcoming three-year period. The plan incorporated a number of issues raised by various stakeholders since the commencement of the Wholesale Electricity Market and prioritised by the MAC.
