Energy Policy WA has published an exposure draft of the Electricity System and Market Rules. The proposed rules would:
Designate Western Power as the distribution system operator (DSO) for networks that it operates.
Establish a framework for third-party aggregators to engage non-contestable electricity customers through Synergy as the parent aggregator.
Simplify and clarify technical requirements for new solar and battery systems to support customers and installers to install more and bigger systems.
For more information on each of the proposed changes, refer to the consultation paper and exposure draft at the link below.
Stakeholders are invited to provide feedback on the proposals before 5:00pm (AWST) Thursday, 20 November 2025 by submitting comments to EPWA-Submissions@deed.wa.gov.au
We will publish submissions that we receive on this webpage once the consultation period has ended. Please include a note in your submission if you wish to make parts of it confidential. Stakeholders may wish to make part of a submission confidential if it is commercially sensitive.
We have published two fact sheets about the proposed changes for individual consumers and solar installers/retailers. These fact sheets include more information about what we propose to change to encourage ongoing uptake of rooftop solar and batteries and why changes are necessary. If you would like to provide more general feedback about the proposals, or if you have any questions, please email smartersolar@deed.wa.gov.au
DER Rules Forum Webinar – Presentation Available
Energy Policy WA recently held a DER Rules forum to outline the proposed changes and provide an opportunity for interested parties to ask questions.
You can now view the presentation from the webinar (PDF).
