Consultation on Exposure Draft of Electricity System and Market Amending Rules (Tranche 10)

The Department of Energy and Economic Diversification (DEED) has published an Exposure Draft of Electricity System and Market (ESM) Amending Rules (Tranche 10) for consultation.

Amongst other amendments, the Exposure Draft includes urgent changes to:

  • extend the existing exemption for Flexible Capacity obligations for the 2025 Reserve Capacity Cycle to future Reserve Capacity Cycles in which the Flexible Reserve Capacity Price is less than or equal to the Peak Reserve Capacity Price;
  • ensure correct settlement outcomes if the Separately Certified Components of a Scheduled Facility or Semi-Scheduled Facility have different capacity prices; and
  • correct errors and clarify calculation details in Appendix 10 (Relevant Demand Determination).

DEED will hold a Transformation Design and Operation Working Group (TDOWG) meeting on 17 June 2026 to discuss the Tranche 10 Exposure Draft. Please contact energymarkets@deed.wa.gov.au to be added to the invitee list.

Stakeholders are invited to provide written feedback on the Exposure Draft before 5:00pm (AWST) on 24 June 2026 by submitting comments to energymarkets@deed.wa.gov.au.

Late submissions may not be considered.

Any submissions received will be published on the Energy Policy WA website unless requested otherwise.
