Under clause 2.3.9 of the Electricity System and Market (ESM) Rules, the Coordinator of Energy (Coordinator), must annually review the composition of the Market Advisory Committee (MAC), and may remove and appoint members following the review.
The MAC composition review is usually undertaken at the end of each year. However, was not undertaken in 2025 due to the Coordinator's review of the MAC (the Review) under clause 2.2D.1(h) of the ESM Rules.
The Amending Rules to implement the outcomes of the Review were included in the Electricity System and Market Amendment (Tranche 9) Rules 2025 which were approved by the Minister for Energy on 19 December 2025 and a notice of their making was published in the Government Gazette on 23 December 2025.
The outcomes of the Review require that the composition (including the number and class of Market Participants) be amended:
- Clause 2.3.5(a) has been amended and now requires that the MAC must consist of at least eight and not more than ten members representing Market Participants, or prospective Market Participants; and
- Clause 2.3.5A has been amended to require that the Coordinator uses reasonable endeavours to ensure that:
- the MAC membership includes a diverse but balanced representation of Market Participants or prospective Market Participants;
- the MAC membership is representative of the range Facility Classes, and existing and emerging technology types in the Wholesale Electricity Market (WEM); and
- the MAC has at least one Market Participant or prospective Market Participant that sells, or intends to sell, electricity to customers but has not registered, and does not intend to register, a Scheduled Facility, Semi-Scheduled or Non-Scheduled Facility in the WEM
On 24 November 2025, the Coordinator published a call for nominations to fill membership positions on the Market Advisory Committee. The nomination period closed on 22 December 2025.
Following his assessment of the nominations and consultation on the proposed appointments with the independent Chair of the MAC, on 20 January 2026 the Coordinator made the following appointments:
