Expressions of Interest are being sought from proponents interested in developing the local centre at Harvest Lakes estate in Atwell.
Lands Minister Brendon Grylls said the five lots on offer would provide retail, medical and childcare facilities.
"The development will become the heart of the Harvest Lakes Village Centre providing the fast-growing community with shops and services to cater for its day-to-day needs," Mr Grylls said.
"With Harvest Lakes' potential population of 4,200 people and easy access for the wider catchment area of Perth's southern suburbs, the growth opportunities look bright for businesses in the local centre."
The Minister said the vision for the village centre is one of a relaxed community environment fostering retail, business and local services with family focused amenities.
Jandakot MLA Joe Francis said this would be a great opportunity for a community-based shopping centre. The possibilities to build a unique business to service the booming suburbs of Atwell and Aubin Grove are endless.
"The local residents who will use shops in this location are very excited at the prospect of further developing their community around a suitable mix of small businesses at this Harvest Lake site," Mr Francis said.
Harvest Lakes has built a reputation as a highly sought-after residential address based on strong community and environmental sustainability principles.
The local centre will be easily accessed from the Kwinana Freeway and linked to local bus networks servicing the estate and surrounding suburbs.
A future train station at Success is also planned for within the Department of Transport's 'Public Transport for Perth in 2031' document.
Harvest Lakes as a local activity centre delivers on the State Government's Directions 2031 policy and will be part of a greater regional centre destined to serve more than 200,000 people in Perth's rapidly-growing south western corridor.
The Expression of Interest period will close 2pm Thursday, August 25, 2011.
