Contract awarded for WAs first PPP for schools
- Public Private Partnership to build eight new public schools
- The first four new primary schools to open in 2017
Following negotiations with the preferred company, a contract has been signed for Western Australia's first schools to be built under a Public Private Partnership.
EduWest - comprised of Macquarie Capital Group Limited, Badge Constructions (WA) Pty Ltd, Perkins (WA) Pty Ltd, and Spotless Facility Services Pty Ltd - will finance, design and build eight public schools and then maintain them for up to 31 years.
Treasurer Mike Nahan said the State Government would start paying EduWest under the contract only when each school was operational.
"Successful negotiations for this contract have confirmed that the cost of the project is $100 million less than the State's Public Sector Comparator (PSC)," Dr Nahan said.
"This contract ensures the best value for the taxpayers of Western Australia, while also creating 2,700 jobs, delivering important benefits for the State's economy."
The PSC, which is developed broadly in accordance with the National PPP Guidelines and additional State policy guidance for Western Australian PPP Projects, estimates the hypothetical risk adjusted cost of the project if it was to be delivered by government using a traditional procurement process.
Education Minister Peter Collier said the design of each Public Private Partnership school would be similar to other new public schools, with customised colour, design and landscaping to suit the sites.
"The schools will also be based on ecologically sustainable design principles, with a particular emphasis on reducing energy consumption," Mr Collier said.
"The Public Private Partnership is about delivering high quality schools for Western Australian students, while assisting the State to contain costs and ensure that infrastructure meets needs."
Work is expected to begin this month.
