"Khat'' is a mild amphetamine like stimulant with only anecdotal evidence of harm and of unknown addictive properties.

The Khat tree leaf is used by largely by Somalian and Yemini cultures that are forbidden alcohol.  It is not illicit in Australia although growing the plant is prohibited as it is classified as a noxious weed in WA.  

Due to its rare and specific cultural use bringing this substance under any illicit drugs Act would be inconsistent with current Federal Customs regulations and may draw undue attention to what is a very uncommon practice in a small specific population group.

Trespass by individuals to collect the Khat leaves on private property is illegal.
