People who live and work in Denham will be given preference when 43 residential blocks in the first stage of the State Government's Denham Estate are released on to the market.
Ballot packs will be available from Thursday, October 11, with submissions closing at 4pm on Friday, November 9.
The ballot draw will be conducted by the Western Australian Electoral Commission (WAEC) at the Denham Town Hall on Friday, November 16.
Planning and Infrastructure Minister Alannah MacTiernan said the lots ranged in size from 590sqm to 912sqm and were priced between $132,000 to $220,000.
"These are prime lots, situated between 350m to 800m back from the ocean front, off Stella Rowley Drive," Ms MacTiernan said.
"There is an increasing demand for residential land in Denham and this ballot system, which is used widely throughout Western Australia, ensures fairness and equity.
"Locals who have submitted an application will be given the first opportunity to acquire a lot, and the draw will then be opened to the wider community.
"The ballot provides all prospective purchasers with an equal chance of securing a lot at a set price."
To ensure a high standard of building quality, houses will be governed by building design guidelines, and purchasers will be required to build within 30 months.
North West Coastal MLA Fred Riebeling said he was pleased that the local community would have a fair opportunity to buy good-sized lots for such reasonable prices.
"This is an important development for Denham's potential home-owners as well as for catering to the expansion of our region," Mr Riebeling said.
"Further government land development in Denham is needed and welcomed."
The Minister said that since 2004, the Government's agency LandCorp had worked in close consultation with the Shire of Shark Bay, the Denham Residential Steering Committee and Native Title claimants to bring the Denham Estate development to fruition.
Subject to demand, a further two stages would complete Phase 1 of the estate and provide up to 126 lots for the continued growth of the town.
Ms MacTiernan said the State Government was committed to ensuring the development was sympathetic to the World Heritage listing of the area with the natural topography and vegetation being left largely untouched.
"Landscaped public open space, walk and cycleways will integrate the estate with the existing community by providing easy access to the school, medical centre, sports facilities, beach and town centre," she said.
Stage 1 also includes a group housing site of 2,755sqm, with potential to yield up to nine units that will be offered for sale by tender in the coming months.
