A Main Roads' contract to provide maintenance and rehabilitation services for the southern metropolitan road network has been awarded to CSR Emoleum Road Services.
Transport Minister Murray Criddle said the contract was the first of eight such 10-year maintenance agreements that will collectively maintain the whole of the State's highway and main roads system, and provide significant savings to the Western Australian public.
"CSR Emoleum's proposal for the south metropolitan network, valued at $89.3 million, provided the best value for money and offered savings over the next 10 years of $33 million when compared to the programmed budget," Mr Criddle said.
"This is a significant contract which will help create local opportunities in employment, training and economic development through new business or expansion of existing businesses."
The contract covers around 370 kilometres of highways and main roads and includes the planning, programming, design and scheduling as well as maintenance and rehabilitation services to road pavement and surfacing.
It also covers drainage facilities, signs and line markings, dual-use paths and the roadside environment.
To date Main Roads staff members have accepted four of 12 positions offered by CSR Emoleum.
Other staff who will be affected by this contract will shortly have the opportunity to join the contractor that is awarded a metropolitan-based bridge maintenance contract.
Additionally, there will be opportunities in local government where several councils have already expressed an interest in employing Main Roads staff.
Mr Criddle said the concept of amalgamating design, management and physical works for maintenance had produced big gains in industries like mining and power generation.
The Term Network Contracts have quality standards and key performance indicators that have been developed to enable the performance of the contractor to be assessed throughout the term of the contract.
CSR Emoleum will commence maintenance and rehabilitation services in the southern metropolitan network from tomorrow (Wednesday, July 21).
Mr Criddle said CSR Emoleum was also the preferred proponent for Term Network Contract 3, which covers highways and main roads in the Mid-West and Wheatbelt North Regions.
The award of the Term Network Contracts is restricted so that the same contractor or consortium cannot be awarded more than two of the eight or both of the metropolitan network contracts.
