Launch of first commercial houseboats on Swan River
11/12/99
Water Resources Minister Dr Kim Hames launched the first commercial houseboats on the Swan River today.
Dr Hames said that the houseboats would be operated by Western Australian company Hydrocats Pty Ltd for five years under a trial conducted by the Swan River Trust.
"The Swan River is both a major recreational attraction and an important natural environment, and these two aspects must be carefully balanced," the Minister said.
"A great amount of effort has been done to ensure that these boats have a minimal impact on the river environment."
Strong controls have been placed on the disposal of waste, including sewerage and sullage, mooring and areas of operation to reduce impacts on the river and riverside residents.
"This trial will allow for an in-depth analysis of the effects of this sort of additional activity on the river and what needs to be managed if houseboats are to be allowed in any substantial number," Dr Hames said.
The houseboats have been designed to ensure that no sullage or toilet waste enters the river, and the boats will be restricted to a speed limit of eight knots to protect the riverbanks from erosion.
The houseboats will be moored on their own moorings located along the river next to public parks, with dinghies provided for access to the shore or public jetties.
People hiring the houseboats will be provided with a mobile phone for the duration of their booking and receive training in boat handling skills, safety and environmental care before embarking.
Two six-berth houseboats will be initially available for hire, with a further three under construction to be available next year. All boats will be limited to the Swan River upstream of the Causeway.
The five-year trial is limited to the one operator with a maximum of five vessels. Hydrocats Pty Ltd will be required to submit annual compliance reports to the Swan River Trust and meet all environmental requirements for the trial to continue.
After the trial, the Swan River Trust will review the policy before the possibility of permanent commercial houseboat operations on the Swan River is considered.
