Two proposed amendments to the Metropolitan Region Scheme tabled in Parlt

Two proposed amendments to the Metropolitan Region Scheme have been tabled in Parliament by Planning Minister Graham Kierath.
The two amendments advertised 58 proposals in the south-east and north-west urban corridors of Perth.
"Significant proposals relate to the Ascot Waters development, Brixton Street wetlands, the Mt Henry Hospital site, and the creation of large parks and recreation reserves in the north-western suburbs," Mr Kierath said.
"The South-East Districts Omnibus Amendment No. 3 consisted of 26 proposals in the Cities of Armadale, Belmont, Canning, Gosnells and South Perth, the Town of Victoria Park and the Shires of Kalamunda and Serpentine-Jarrahdale.
"The North-West Districts Omnibus Amendment No. 3 consisted of 32 proposals in the Cities of Stirling and Wanneroo."
The most significant proposals in the south-east districts amendment were:
· Ascot Waters: Rationalisation of the boundary between urban and parks and recreation areas. The project involves the revitalisation of a 100 ha site, formerly a degraded industrial area and rubbish tip, for housing and recreation purposes;
· Yule Brook Nature Reserve (Brixton Street and Bickley Road, Kenwick): Reservation of land of vital importance to the conservation of natural flora in the area; and -
· Mt Henry Hospital site: Transfer of the site from public purposes (Health) reservation to the urban zone. Patients from the Mt Henry Hospital are being progressively transferred to other facilities and the hospital will be decommissioned later this year. Other uses on the site, including a dental therapy school, aged persons' hostel, Gracewood Nursing Home and a local open space reserve are to be retained.
Twenty-three submissions on the South-East Omnibus amendment were received during the advertising period and the Western Australian Planning Commission recommended a number of modifications following its consideration of submissions.
In the North-West amendment, the major proposals were to:
· transfer approximately 163 ha of land on the west side of Wanneroo Road at Neerabup from the rural zone to the parks and recreation reservation, to form part of the linear open space system between Lake Goollelal and Yanchep National Park;
· transfer four lots off Two Rocks Road, Yanchep, about 3600 sqm, from the rural zone to the parks and recreation reservation, primarily to continue the coastal foreshore parks and recreation reservation;
· transfer three lots on West Coast Drive and Trigg Place, and parts of abutting reserves at Trigg, about 4000 sqm, from the urban zone to the parks and recreation reservation, for continuity of the coastal foreshore parks and recreation reservation;
· rationalise the parks and recreation reservation and urban zoning for North Beach Primary School and adjacent parts of Star Swamp in recognition of existing uses and vesting arrangements; and -
· rationalise urban and private recreation zonings for portions of Sun City Country Club at Yanchep to allow residential development on land no longer required for private recreation purposes.
The commission received 148 submissions and made one modification. The proposal for North Beach Primary School was deleted on the basis of the regionally significant bushland on the site and its direct interface with the A Class Star Swamp Crown Reserve.
Following the Governor's consideration of the amendment, the proposal for the reservation of four lots at Yanchep for parks and recreation also was deleted from the amendment.
Both amendments are now before Parliament for 12 sitting days. If no motion is moved against the amendments, they will take effect.
