The first step in transforming Bunbury's Outer Harbour from an ageing industrial site into a world class, mixed-use waterside development accessible to all Bunbury residents, was announced by Premier Geoff Gallop today.
Dr Gallop said a draft redevelopment plan of the Bunbury Port Authority Outer Harbour peninsula for recreational, tourism and mixed-use commercial and residential purposes would be presented to Cabinet within three months.
"Taking full advantage of the Outer Harbour's stunning panoramic views and central location is something the local community has spoken about for many years," the Premier said.
"Following intense lobbying from local Labor MLA Tony Dean, I am convinced the concept deserves further investigation.
"The development would bring major benefits to the Bunbury community, enabling further recreational and residential development and integrating the central business district, Marlston Hill redevelopment and the Outer Harbour.
"This project has the potential to become the jewel in the crown of Bunbury."
Planning and Infrastructure Minister Alannah MacTiernan will appoint a Special Projects Officer to co-ordinate the proposal with the assistance of Landcorp.
Ms MacTiernan said she believed the Outer Harbour could be returned to the community without jeopardising port operations.
Initial consultation would take place with the Bunbury Port Authority, the City of Bunbury, South West Development Commission and other Government agencies, followed by wider community consultation once the basic logistical issues had been resolved.
The Minister said several issues needed to be resolved during the planning phase, including relocation of existing lessees from the Outer Harbour.
"There are also other potential projects that will be examined as part of the future vision of the Bunbury Port and Harbour development, including the proposal for a Hillarys-style harbour along the Causeway and development of the Koombana Bay Jetty," she said.
Dr Gallop said Bunbury was one of the fastest growing population centres in Australia, with a 3.4 per cent growth rate, just behind Mandurah and Queensland's Gold Coast.
"Bunbury has undergone a building bonanza during the last 12 months, with a massive increase in investment," he said.
"The Outer Harbour redevelopment will play a crucial role in ensuring the region continues to attract families, business investment and tourism.
"The project is part of the State Government's commitment to building strong, sustainable regional communities."
