Environment Minister Judy Edwards has upheld community concerns over a proposed telecommunications tower in Cardington Way, Huntingdale.
The proposed 30m tower and associated buildings would be just 10m from the Southern River and on land declared a Bush Forever site.
Dr Edwards said the Swan River Trust had recommended against the proposal. During the public comment period on the proposal, the Trust received a petition and emails signed by almost 700 local community members.
"The main concerns are that the proposed tower and facilities would be on an area set aside for public recreation and a 30m tower would severely impact on the landscape and therefore people's enjoyment of the area," the Minister said.
"Also, the proposal is not consistent with the Swan River Trust's policies that relate to commercial development and protection of the surrounding river environment."
Southern River MLA Paul Andrews welcomed Dr Edwards' decision.
"This is good news for the people of Huntingdale and further reflects the Gallop Government's commitment to protecting the lifestyle of Western Australians and our environment," he said.
Mr Andrews, who had made representations during the public submission period, said the issue of sites for telecommunications tower was a contentious issue.
"However, I believe it is up to the telecommunications industry to come up with innovative solutions that will improve coverage without detracting from the surrounding landscape," he said.
