Minister to consult on Scarborough beachfront development

The City of Stirling's proposal to redevelop the Scarborough beachfront would be the subject of a community dialogue process, Planning and Infrastructure Minister Alannah MacTiernan announced today.
The city, through its Scarborough Environs Area Strategy (SEAS), has proposed to recast the character of the Scarborough Beach area.

Ms MacTiernan said as Planning Minister, she would need to make the final determination on the planning changes required to implement the SEAS review, including the controversial high rise development on the Scarborough beachfront.
"Scarborough Beach is woven into the fabric of many Western Australian lives and important decisions on future land use of the scale proposed need to be based on a broad understanding of community views and aspirations," she said.
"To help the State Government really understand the attitudes of the community to such a change, it will undertake an innovative community engagement process.
"This will involve surveying 400 randomly selected community members from a wide section of the metropolitan region.
"Then, up to 200 randomly selected citizens will be invited to a one-day workshop where all interest groups will put their positions. The 200 will then be asked to complete a survey of their views."
The catchment for the survey and workshop participants would be divided into three tiers reflecting more intense interest by areas closer to the beach.
The Minister said the results of the consultation would assist her in determining the future form of development at Scarborough.
A steering group made up of members of the Coastal Planning and Co-ordination Council and the Dialogue with the City steering group would oversee the process.
Ms MacTiernan said the outcomes of the deliberative process for Scarborough would provide important background information for the preparation of a Metropolitan Coastal Strategy, which was being developed by the Coastal Planning and Co-ordination Council.
"The Coastal Strategy will better co-ordinate growing pressures for redevelopment along the Perth coastline and ensure that competing interests on our valuable coastline are appropriately balanced," she said.
