New code of practice for construction industry

Industry support for a new building industry code of conduct will lead to higher safety standards, greater productivity and aims for the promotion of a culture of best practice.
Employment Protection Minister John Kobelke unveiled the new code that has wide-ranging industry support following a review by Parliamentary Secretary Norm Marlborough.
Mr Kobelke said the code provided the way forward for the building and construction industry.
"The code sets out the expectations for all industry players and the standards to which each player will operate," he said.
"Australia's building and construction industry already has a very high international standard. The code emphasises the aspects of the industry where best practice will lead to a safer, more productive environment for everyone involved.
"The new code allows for private mediators to hear disputes in the industry. Private mediation will give parties a way to address problems and have disputes resolved quickly without having to take costly legal court action.
"It also establishes an industry body, the Code Monitoring Committee, to act as a contact point for alleged breaches of the code. The committee will comprise industry representatives who will meet regularly and will report to me directly
"The code also establishes a set of implementation guidelines to ensure all levels of Government comply with best practice on tendering and contract administration of building and construction work."
Mr Marlborough was given the task of reviewing the code of conduct in March last year.
He headed a four-man review panel, primarily industry-driven, with representatives from the Master Builders' Association, the Construction Contractors' Association of Western Australia, sub-contractors and unions.
The new code is part of the Gallop Government's move to improve building site relations and follows its decision to create a building industry inspectorate inside the Department of Consumer and Employment Protection.
Mr Kobelke said he was pleased the new code had been given broad industry support.
"The co-operative approach by employers, employees and unions under this new code will ensure that high safety and best practice standards will lead to the WA building and construction industry solidifying its position as a national leader of international repute," he said.
