The review into the Western Australian racing industry has delivered its report to State Government.
Racing and Gaming Minister Nick Griffiths welcomed the report and said it was time for the State Government and the three racing codes to work together to identify the most effective structure that will strengthen and enhance the racing industry in WA.
Mr Griffiths said the report included several recommendations for reform of the industry, including:

  • a whole-of-industry governing body to be established with a membership of seven, to be known as the WA Racing Industry Council;
  • a separate governing body to be established by statute for each racing code, each with a membership of five and to be known as Greyhound Racing WA, Harness Racing WA and Thoroughbred Racing WA;
  • transfer of the functions, operations and assets of the TAB to the WA Racing Industry Council;
  • transfer of the functions and funds of the Racecourse Development Trust to the WA Racing Industry Council; and
  • distribution of off-course wagering profits to be negotiated as part of a product and funding agreement by the WA Racing Industry Council and each code governing body.
"Tuesday's Melbourne Cup demonstrated the level of public interest in racing, the amount of money it contributes to the economy and the amount of employment it generates," Mr Griffiths said.
We are at a turning point in the history of the racing industry in WA. It is crucial and in the interest of the entire industry and the Government that we put in place the most appropriate and effective structure.
"The committee had amended the terms of reference of the review to have a specific focus on the governance of the three racing codes, the TAB and the Department of Racing, Gaming and Liquor.
"The committee was asked to recommend a framework that would help enhance the long term viability and strength of the racing industry in WA.
"The review included wide consultation with the principal racing clubs and other key stakeholders. It included written submissions to the review followed by a series of meetings and interviews with groups and individuals across the State.
"The committee also studied the governance structures in other Australian States and New Zealand."
Mr Griffiths said he would consult with the racing industry in WA and other key stakeholders before submitting a report to Cabinet.
"The report proposes reform of the industry and it is important that all members of the industry have the opportunity to comment on the recommendations," he said.
"It is essential that representatives from the three racing codes and from metropolitan and country racing have the opportunity to put forward their views on the recommendations."
Mr Griffiths expressed his appreciation for the work of Mr Turner and other members of the committee. He said the committee had done an excellent job in producing a comprehensive and well-researched document.
The committee received 97 submissions from all sections of the racing industry and conducted 31 interviews.
The review was conducted by an independent committee, the members of which were Senior Commissioner Gavan Fielding (until June 30), Mr Tony Di Francesco,
Ms Margaret Nadebaum and Mr Ray Turner AM.
