An issues paper highlighting dog management issues and forming part of the review of the Dog Act 1976, has been released today for public comment over a 10-week consultation period.
Local Government and Regional Development Minister Tom Stephens said the review of the Dog Act was a timely and important part of the Government's legislative program to make dog ownership and control legislation in Western Australia more appropriate and effective.
"The release of the issues paper for discussion is the first step in the overall review process that will span over six months," Mr Stephens said.
"Dogs are a significant part of our society and I strongly encourage people to consider, and comment on, issues raised in the paper."
Some of the key topics raised in the document relate to:

  • dog nuisances such as barking;
  • requirements for the care and behaviour of dogs;
  • provisions for dangerous dogs;
  • registration and microchipping; and
  • enforcement powers.
"We need to streamline and modernise current dog legislation with practical laws that underpin responsible dog ownership and breeding control," the Minister said.
A series of open public forums is planned for July/August providing the community with opportunities to voice their opinions on the issues paper.

Mr Stephens confirmed that a reference group involving key Government and community organisations had also been established to provide critical feedback on the issues paper.
"The Government is taking a serious approach to this review to carefully balance public health and safety issues arising from poorly managed dogs, with owners' rights," he said.
"We are supportive of widespread consultation with key stakeholders and the community on this very important public issue and I strongly encourage people to have their say."
Public submissions in response to the issues paper should be submitted to the Department of Local Government and Regional Development by September 2, by e-mail to dogs@dlgrd.wa.gov.au or fax to (08) 9221 2715.
The issues paper can be obtained from the department's website at http://www.dlgrd.wa.gov.au/dog-act-review.htm or by contacting (08) 9222 0558.
