Energy Minister Eric Ripper has described the sabotage of two Western Power sub-stations last night as totally unacceptable.
The illegal tampering at the Mullaloo and Yanchep sub-stations resulted in 60,000 homes being blacked out.
Mr Ripper commended Western Power's swift action in restoring the power and starting a security review.
"Blackouts can be more than an inconvenience - they can cause damage and immense cost to businesses and put individuals at risk," he said.
"People entering sub-stations are also putting their own lives at risk.
"While it is up to police to find the perpetrators, the Government will ensure every step is taken to avoid a repetition of these events.
"I will be meeting the Western Power board today and intend to discuss the security of sub-stations at that meeting."
