WAPC to consider Cinema City Tower development

Planning and Infrastructure Minister Alannah MacTiernan has directed the WA Planning Commission to play a role in the development application for the proposed Cinema City Tower development.
Ms MacTiernan said concerns about the impact of the proposed 27-storey building on the city's heritage precinct had prompted her to ask the WAPC to remove the City of Perth's delegated authority to consider the application on the commission's behalf.
"This application has wider significance because of its potential effect on one of the State's premier heritage precincts," she said.
"The Central Government Offices and Town Hall Precinct contain some of the most historically significant civic buildings in the State.
"I believe the effect of this development on the amenity of the area demands further scrutiny by the WAPC."
The heritage precinct includes the Perth Town Hall, former Land Titles Office, St George's Cathedral, former Treasury Building, Deanery and Burt Hall.
"I want to make sure the commission is satisfied that the development will not adversely affect the integrity of any of the heritage buildings or prejudice future planning for the precinct," the Minister said.
The WAPC will consider the matter in light of the city's Town Planning Scheme of 2004, which sets out the mechanism for determining maximum height.
Under Clause 32 (No.54 Development of State or Regional Significance) of the Western Australian Planning Commission Act 1985, approval of the commission is required before any development can take place on the land.
"I have asked the WAPC to start talks with the City Council to ensure a redevelopment that maximises the benefit for the community," Ms MacTiernan said.
