When do WAIPS requirements apply?

Information to increase understanding of when the Western Australian Industry Participation Strategy applies to a tender before using the WAIPS Portal

WA Government agencies: Before registering an account or logging into the WAIPS Portal, agencies must check if the Western Australian Industry Participation Strategy (WAIPS) applies for the planned tender. If the total contract value exceeds the figures outlined in the table below, WAIPS requirements will apply.

Businesses: When WAIPS applies, prospective suppliers must complete and submit a participation plan as part of their bid. To learn more, visit WAIPS requirements and WAIPS information for businesses.

Supply thresholds

WAIPS applies to all forms of procurement (goods, services, housing and works) that are above designated values. The values (total life of the contract including GST) for WAIPS requirements are below:

Goods and services

Regional areas$500,000 and above

Housing and works

Location in WAContract value
Metropolitan area$3 million and above
Regional areas$500,000 and above

Procuring agencies may be able to apply for an exemption to waiver the tender from this requirement. More information about exemptions is located on the exemptions information page.
