Accountability Framework

The framework is underpinned by the principles in Part 2 of the Public Sector Management Act 1994 (PSM Act) and the WA Public Sector Code of Ethics established by the Public Sector Commissioner under the PSM Act.

The Accountability Framework consists of:

  • Public administration and management principles (Section 7(a), (g) and (h) of the PSM Act)-  Emphasises the importance of service to the community; proper standards of financial management and accounting; adequate record keeping.
  • Human resource management principles (Section 8 Public Sector of the PSM Act) - Emphasises merit and equity in human resource management; public sector employment free of discrimination; safe and healthy working conditions.
  • Conduct principles (Section 9 of the PSM Act) Observe relevant codes; exercise consideration, courtesy and sensitivity; be scrupulous in the use of official information, equipment and facilities
  • Code of Ethics (Section 21 of the PSM Act) Minimum standards of conduct and behaviour; emphasises the individual and collective role to always act in the public interest.

The following key elements of the Accountability Framework is built around expectation (code of conduct), policies and procedures, and values. It serves an important part to ensuring an accountable and transparent public sector.
