The Classification Determination Manual 1989 and BIPERS job evaluation tool guide assessment of 'work value' and classification for Level 1 to 8 public service positions. Other factors are also taken into consideration when determining the classification of positions.

Your chief human resource officer can provide advice on classification procedures including roles and responsibilities of your agency’s classification review committee.

When applying the BIPERS tool, agency full-time equivalent (FTE) numbers are used to determine the score for Factor 8: Size of agency. The ratings of this factor are based on FTE data from the State of the WA Government Sector Workforce Statistical Bulletin and the scoring key below:

4,000 - 19,999 FTEs 6
500 - 3,999 FTEs 5
200 - 499 FTEs 4
100 - 199 FTEs 3
20 - 99 FTEs 2
1 - 19 FTEs 1

Where positions have significant ongoing whole of public sector focus and an agency’s FTE is less than 20,000, a Factor 8 score of 6 may be assigned. Generally, these positions are in central agencies (Department of the Premier and Cabinet, Department of Treasury, Department of Finance and Public Sector Commission) but may also be in other agencies.

Other positions in these agencies which are predominantly internally focused (such as corporate or support positions) and/or have little or no sector-wide impact are to be assigned a score based on the agency’s FTE as shown in the current State of the WA Government Sector Workforce Statistical Bulletin.
