The SEMC Emergency Management Capability Framework reflects the current best thinking on assessing preparedness for emergency events. It now includes 25 core capabilities to effectively manage large scale emergencies, which are now viewed in the context of the Prevention, Preparedness, Response and Recovery model. Each core capability is now underpinned by five capability elements: People, Resources, Governance, Systems, and Processes.

The State Emergency Management Committee (SEMC) directs review of the framework as required. Each review is aimed at building on the previous version to follow up-to-date national practice in a WA context.

As a result of the 2022 review the framework has been revised to:

  • align to relevant national frameworks and the SEMC Strategic Plan 
  • provide more detail for capability assessments 
  • make reporting clearer and more concise
  • streamline data collection and analysis.
