Energy Policy WA has published an Exposure Draft of two proposed changes to the Contingency Reserve Lower requirements determination and cost allocation for consultation.  

Schedule 4 of the Wholesale Electricity Market Amendment (Cost Allocation Reform) Rules 2024 (CAR Schedule 4) is proposed to commence on 30 October 2025. The Amending Rules will change how the requirement for Contingency Reserve Lower is determined and how the costs of Contingency Reserve Lower are allocated to Market Participants. 

This Exposure Draft contains two additional changes that are needed to support the implementation to: 

  • correct a manifest error in the new Contingency Reserve Lower cost allocation calculations; and 
  • set the Frequency Co-optimised Essential System Services (FCESS) Clearing Price Ceiling for Rate of Change of Frequency (RoCoF) Control Service to zero, to ensure that the changes being made by the Australian Energy Market Operator (AEMO) to the Dispatch Algorithm do not lead to unwarranted RoCoF Control Service payments.

The Exposure Draft was published on 19 August 2025 and the consultation period closed on 2 September 2025.  

The amendments were included in the Electricity System and Market Amendment (Tranche 8A) Rules, which were gazetted on 26 September 2025. 

During the consultation period, one submission was received from Synergy. Synergy’s suggested changes were incorporated into the final Amending Rules.
