Public Sector agencies are required to report workforce information each quarter via the Commission’s online portal, in accordance with the Public Sector Commissioner’s Instruction No. 6: Workforce data reporting obligations.
This data set is known as the Human Resource Minimum Obligatory Reporting Requirements (HR MOIR).
Current HR MOIR Data Definitions
Agencies must continue to use HR MOIR Data Definitions v1.6.0 for all quarterly workforce data submissions in 2025-26.
Effective 1 July 2026
Agencies must use the updated HR MOIR Data Definitions v1.6.1 for all quarterly workforce data submissions from 1 July 2026. The updated data definitions includes the new Occupation Standard Classification for Australia (OSCA), replacing the Australian and New Zealand Standard Classification of Occupations (ANZSCO).
