This document serves as a Decision Regulatory Impact Statement (DRIS) in line with the WA Better Regulation Program (BRP). The BRP guides the development, design and implementation of regulatory proposals in WA. 

The Better Regulation Unit reviewed the DRIS and issued a letter of compliance.
