Final feedback is sought on the Tranche 1 Amending Rules

The Tranche 1 Amending Rules are now available for final review.

This one-week consultation period is for the identification and rectification of errors of fact only. 

Tranche 1 consists of:

  • Amendments to Chapters 1 and 2 to incorporate rules for existing transmission connected generating units to transition to the compliance and monitoring framework under Chapter 3A 
  • New section 3.8A relating to Contingency Events
  • New Chapter 3A relating to the framework for generator performance standards, including compliance and monitoring
  • New Chapter 3B relating to Frequency Operating Standards
  • New Appendix 12 which includes the Technical Requirements for generators connecting to the Transmission Network
  • New Appendix 13 which includes the Frequency Operating Standards for the SWIS and islands
  • A suite of minor administrative amendments to improve the clarity and readability of the WEM Rules. These include:
    • the removal of many redundant clauses; 
    • amendment of common terms, such as Market Rules, Market Procedures and Market Web Site (the replacement terms will be WEM Rules, WEM Procedures and WEM Website);
    • the removal of references to System Management, including as a function and an entity (references to the entity will refer to AEMO, while references to the function will be amended to System Operation Function); and
    • minor changes to improve consistency and provide additional clarity, where required.

While the administrative amendments are comprehensive (covering almost every page of the WEM Rules) most are minor. For ease of reading, these minor amendments are listed in a separate document.  Non-standard administrative amendments have been included within the main Tranche 1 Amending Rules document. Non-standard amendments include the removal of redundant clauses and editing of clauses that require more than the removal or replacement of a term.
The Taskforce thanks stakeholders for their feedback on the Amending Rules as part of previous consultation processes. This feedback has been acknowledged and incorporated into the Amending Rules, where appropriate. A summary of the changes as a result of this feedback has also been provided for ease of reference.
