In all jurisdictions other than Western Australia, the key instruments regulating access to gas pipeline services in Australia are the National Gas Law (NGL) and its associated National Gas Rules.
In Western Australia, a modified version of the NGL applies and is known as the National Gas Access (Western Australia) Law (WA NGL). Any changes made to the NGL do not automatically apply in Western Australia and need to be specifically adopted by Western Australia via a Ministerial Order and any relevant regulations.
All national gas reforms are approved by the Council of Australian Governments Energy Council (Energy Council). The Energy Council is a Ministerial forum for the Commonwealth, States and Territories and New Zealand, to work together in the pursuit of national energy reforms.
The Western Australian Government participates in the development of national gas sector reforms through its involvement in the Energy Council, assisted by Energy Policy WA.
Energy Policy WA encourages all interested Western Australian stakeholders to participate in public forums and consultations led by the Energy Council.
