A consultation process closed on Friday 22 August 2025 that invited feedback on draft regulations and orders that would require local governments to establish a communications agreement between their council and the CEO.
Consultation on regulations for CEO KPIs and public registers
The local government sector was invited to submit feedback on draft regulations for the proposed reforms. A consultation paper was developed to provide further guidance on the intent of the proposed reforms. The consultation period ran from 18 December 2024 to 8 May 2025.
Submissions are now being reviewed to inform further drafting of these provisions.
Standardised meeting procedures
From February to June 2024, the department sought feedback through targeted consultation with the sector to help develop regulations and support materials before new changes take effect.
Public consultation on reforms
The department invited comments from local governments and the wider community to inform implementation of the reforms. The consultation period ran from the 10 November 2021 to 25 February 2022.
More than 200 submissions were received from local governments, peak bodies, advocacy groups and members of the public.
Local government review panel
Extensive community consultation was conducted between September 2018 and March 2019.
More than 3000 survey responses and written submissions were received from community members, ratepayer associations, industry groups, local governments, council members, and peak bodies.
To better understand the issues confronting local government, the areas in need of reform and possible options for reform, a panel of experts was formed to provide more detailed consideration and to develop policy responses.

These legislative reforms will provide for a stronger, more consistent framework for local governments across Western Australia.
