Eve Drain was appointed Appeals Convenor by the Governor of Western Australia in September 2024.
She is an environmental scientist with more than 20 years of experience in consulting and the resources sector. Her work has focused on social and environmental impact assessments and managing regulatory approvals under the Environmental Protection Act 1986 and the Environment Protection and Biodiversity Conservation Act 1999.
Eve leads with integrity, transparency, and a strong sense of public service. She is committed to protecting the environment in Western Australia by investigating appeals fairly and impartially, engaging with both appellants and proponents, and providing clear, evidence-based advice to the Minister to support informed decision making.
She holds a Bachelor of Science in Environmental Biology and a Bachelor of Arts in Asian Studies. Eve also has qualifications in early childhood teaching and previously worked in the education sector for five years.
Our history
Established in 2003 under section 107A of the Environmental Protection Act 1986, the Appeals Convenor is a statutory office that plays a vital role in Western Australia’s environmental governance.
Appointed by the Governor of Western Australia, the Appeals Convenor is supported by a dedicated team of professionals. These staff are employed under the Public Sector Management Act 1994.
The Office of the Appeals Convenor operates independently of both the Department of Water and Environmental Regulation, the Environmental Protection Authority and the Department of Mines, Petroleum and Exploration ensuring impartiality and transparency in the environmental appeals process.
