To apply for a new Business Licence, you will need to:
- Provide a completed firearm authority health examination; and
- Provide a completed mandatory firearms safety training course which includes;
- Theory Training (via TAFE)
- Practical Training (via an Approved Practical Trainer)
- Provide a completed Firearms Identification and Serviceability Certificate
- Provide a detailed business proposal
- Provide evidence of required zoning, approvals, or permits if the business involves a physical premises
- Provide any required business registration information (e.g., ACN/ABN, trading name, ownership structure)
- Provide evidence that you meet the relevant Storage Requirements
- Complete the process outlined below
Note: Please follow the photo guidelines for all applications. Should the Firearm Licence Photo Standards not be met, your application will not be progressed.
ADDITIONAL INFORMATION
BUSINESS PLAN
Your detailed business plan must satisfy Regulation 47 of the Firearms Regulations 2024 and therefore must include:
- A description of the services that you intend to provide that require the possession or use of a firearm
- Projected volumes of business transactions that you expect to enter into for providing the service
- Evidence to support how those projections might be achieved
BUSINESS LICENCES
In addition to your detailed business plan, you will also need to provide certain information relevant to the licence type you are seeking.
Security Agent Business Licence
An application for a Security Agent Business Licence must be accompanied by a Security Agent Licence under Section 15 the Security and Related Activities (Control) Act 1996 or details of an application for the same. It is your responsibility to initiate this process through the Western Australia Police Force.
Firearms Training Business Licence
An application for a Firearms Training Business Licence must include the following:
- Details of the firearms training that the business intends to provide;
- Details of the type of firearms with which the business proposes to provide training;
- Details and relevant permissions of the licensed firearm range at which the business intends to provide training;
- Details and qualifications of an appropriately qualified person who will be an Authorised Person for the business and deliver the firearms training the business intends to deliver
Theatrical Business Licence
An application for a Theatrical Business Licence must include the following:
- Details of the types of theatrical performances for which the applicant requires the firearm;
- Details as to why the use of a replica firearm, or visual effects that replicate the use of a firearm, would not be a suitable and appropriate substitute for the proposed use of the firearm;
- A comprehensive document outlining the firearm safety procedures that will be employed in the operation of all business activities.
Note: This licence prohibits the use of live ammunition. If you have a legitimate reason to use live ammunition, then you must first satisfy matters under Regulation 64 of the Firearms Regulations 2024. Please contact Licensing Services for further information.
Paintball Business Licence
An application for a Paintball Business Licence must include the following:
- Details of the premises at which the business activities are proposed to be conducted;
- A detailed plan and photographs of the premises;
- Relevant permissions demonstrating a lawful right to use the premises to carry on a paintball business;
Professional Shooter Business Licence
An application for a Professional Shooter Business Licence must include the following:
- Evidence that your shooting activities are carried out as a professional activity. This may be provided in the form of paid invoices or contracts demonstrating that your shooting activities are provided as part of a business service.
Note: To retain a Professional Shooter Business Licence, you must maintain records of your contracted shooting activities in line with Regulation 81 of the Firearms Regulations 2024.
Event Business Licence
An application for an Event Business Licence must include the following:
- Details of the types of events for which the applicant requires the firearm
Note: This licence prohibits the use of live ammunition.
Industrial Business Licence
An application for an Industrial Business Licence must include the following:
- A comprehensive document outlining the firearm safety procedures that will be employed in the operation of all business activities.
Agriculture/Aquaculture Business Licence
An application for an Agriculture/Aquaculture Business Licence must include the following:

SECURITY & STORAGE
Should your current storage and security arrangements be ineligible for grandfathering, you will be required to provide evidence of upgraded storage and security before your licence can be issued.
If you do require upgraded storage and/or security, you will need to email your completed Storage Statement to FirearmsProject@police.wa.gov.au referencing your licence number.
