Mineral Titles Online (MTO) provides information on mineral exploration and mining tenements across Western Australia. Through MTO, customers can:

  • Conduct business transactions, and
  • Order, pay for, and receive tenement title searches online.

Payment of Mining Act fees and charges

Current mining tenement fees and charges are effective from 1 July 2025.

DMPE allows Mining Act fees and charges to be paid at:

  • Customer Service Counters in Perth and regional offices via EFTPOS or credit card.
  • Mineral Titles Online for:
    • Ordering and paying for official tenement searches and data extracts.
    • Paying mining tenement rentals.
    • Lodging various Mining Act forms.

Accepted payment methods:

  • Visa and Mastercard (with a transaction limit of $99,999).

Important: If a transaction exceeds $99,999, it will be rejected. This is crucial for applications like Exploration Licences, where priority in time depends on satisfying initial legislative requirements, including fee payment.

FAQ: Navigation

Navigate Mineral Titles Online (MTOL) by selecting the desired functions in the home row (numbered 1 through 7 in the example image below).

  1. Home: This is the landing page of the application. Notices and messages are periodically posted here. A link to the cart (7) can also be found here for any transactions that have not been submitted, as well as access to the statistical dashboard (8).
  2. Tenement Register: Click here to search for and view a title register. The number of the title must be known (for example, E70/1234).
  3. Online Transactions: Contains the various transactions and applications under the Mining Act 1978 and Mining Regulations 1981. Some non-title-related transactions, such as registration of a Power of Attorney, can also be found here.
  4. Enquiry: This tab houses enquiry tools, including:
    1. Tenement General (general queries such as finding what mining titles a particular holder owns).
    2. Tenement by Compulsory Surrender (for Section 65 surrender research).
    3. Conversion.
    4. Address for Holder (view addresses a holder has registered with the department).
    5. Application Advertising (links to a site where the department advertises new tenement applications, as well as notifications such as surrenders, withdrawals, and applications for exemption from expenditure).
    6. Warden's Court Noticeboard (links to a site where transactions related to the Warden's Court can be tracked and researched).
  5. Admin: Contains the Confidential Access section, used to maintain access for other users if you have Confidential Access Administrator rights.
  6. Checkout: Displayed if you have items in the cart that have not been submitted. Click here to initiate the checkout process. To delete transactions instead, go to Online Transactions (3) and click on the remove from cart icon.
  7. Statistical Dashboard: Provides a breakdown of current tenement types in force in Western Australia, as well as other mining tenement-related statistics.

FAQ: eLodgement

What is eLodgement?
eLodgement refers to the electronic lodgement of Mining Act forms-based business processes and any associated documentation via MTOL.

Customers can now submit selected forms and associated documentation online, 24 hours a day, 7 days a week (subject to system availability). This removes the need to attend the Department of Mines, Petroleum and Exploration (DMPE) or its regional offices.

The eLodgement process uses a wizard-style interface to streamline transactions, and upon completion, a submission notification is provided by email.

Does eLodgement replace over-the-counter lodgement?
No. eLodgement provides an alternative method for some form-based processes.

How do I access these online transactions?
Click the ‘Access Mineral Titles Online’ button on this page.
If you do not have internet access at home, you can use facilities at your local library, Shire, Council, or City offices.

What if I am not a registered user?
You can register for access by clicking the ‘Access Mineral Titles Online’ button. A single account will cover all online applications.

How do I know my forms have been received by the department?
All submitted forms generate a transaction email, including a lodgement summary and a submission ID. This number can be used as a reference with the Resource Tenure Division.

What if I do not receive a receipt transaction email?
If you do not receive a transaction email, please contact the IT Service Desk.

What happens if I submit a transaction outside business hours?
Transactions submitted outside business hours (08:30 – 16:30 WST) will receive a formal receipt and completed documents by email at approximately 08:30 (WST) on the next business day.

How do I make payment?
Payments for online transactions can be made by Visa or Mastercard. An order confirmation (including receipt number and tax invoice) will be emailed to you.

Why is there a credit card limit of $99,999?
This limit is set by finance directives.

Why can Tenement Application payments only be made by credit card?
Legislation requires payment to accompany applications. For online lodgement, only credit card payments can be verified automatically.

What happens to Incomplete Transactions?
You can return later and resume from the ‘Incomplete Form’ in Online Transactions.

  • Incomplete transactions and items in the cart older than one month are permanently removed at the start of each month as part of ongoing maintenance.

Can I attach supporting documentation?
Yes. You can upload multiple PDF documents, up to a combined size of 80MB.

Will more forms be available online in the future?
Yes. Additional forms are progressively being developed.

FAQ: Designated Tenement Contact (DTC)

What is the DTC?

On 1 November 2025, the Mining Amendment Regulations 2025 (MAR25) commenced requiring the provision of a ‘DTC’ i.e. a Designated Tenement Contact. A DTC is the nominated person or entity recorded on the mining register to receive prescribed notices from the department, Applicants and holders must provide and keep up to date the DTC’s particulars including, their email and correspondence address, which may be street or postal address.

What is a service address?

Additionally, r. 84G of MAR25 requires applicants and holders to provide and keep up to date a service address. This ‘service address’ must be street address i.e. either the holder/applicants principal place of business or residence or that of their nominated authorised agent. An authorised agent can be the person or entity that is authorised to receive service of documents on behalf of the holder or applicant. 
 

What are the benefits of the DTC/service address reforms?

  • Provides a single, effective channel for the department to send prescribed notices to (DTC). Ensures physical, verifiable street address for each applicant/holder on the register allowing for valid service of all other notices and documents.
  • Streamlines communication for tenement related transactions.
  • Formalises existing arrangements where a third party (e.g. a tenement management company) acts as the correspondence address, reducing the current duplication of effort with electronic and hardcopy notices.

What happens once I nominate my DTC or service address?

  • Prescribed notices will be sent to the DTC and phase out postal correspondence where it is not required.
  • Warden’s Court rules are unchanged. Parties must give an address for service in their lodged documents; service can be affected by the Court’s ordinary service (and, where permitted, by electronic service) with the usual affidavit/certificate proofs. The new “service address” regime does not displace these court rules.
  • For private parties, the reforms do not restrict how you may validly serve. Regulation 111 still governs private service generally. It now expressly provides that, where the person to be served is an applicant or holder, service may be affected by delivering or posting to the person’s registered service address. Other limbs of reg 111 (e.g., personal delivery, delivery at place of abode/business) remain.

How can I nominate my DTC?

  • Log into MTOL and select the relevant online transaction.
  • For new tenement applications:
  • Select “Apply for a Tenement” and follow the prompts.
  • MTOL will ask if you agree to receive correspondence electronically. If yes, you must provide DTC details.
  • For existing tenements:
  • Select “Lodge Application to Amend” and follow the prompts.
  • A statutory declaration may be required under section 103G (Mining Act 1978) and section 84E (Mining Regulations 1981).

How can the DTC be changed later?

Scenario 1: The holder wishes to update DTC details → Use “Lodge Application to Amend”.

Scenario 2: Transfer of tenement → Use “Lodge a Tenement Transfer”. The transferee provides their DTC.

Scenario 3: Devolution → Use “Apply for a Devolution”. Executor/Administrator provides their DTC.

Scenario 4: Deemed Transfers → Where a primary tenement becomes a secondary tenement, the transferee’s nominated DTC will be automatically updated in the secondary tenement.
