Over the next two decades the Pilbara network will evolve significantly, with more common use transmission lines and substantially more variable renewable energy.

Proposals for the evolution of the Pilbara regulatory regime have been released in two consultation papers outlining changes proposed to the Pilbara Networks Access Code (PNAC) and Pilbara Networks Rules (PNR). 

The Pilbara Roundtable and Pilbara Advisory Committee have identified the need for regulatory reform, to balance the need to attract private investment in transmission infrastructure against the need to ensure fair access. Energy Policy WA has undertaken a comprehensive review of the relevant regulatory instruments to identify gaps and develop options to ensure the regime remains fit for purpose as the network develops through the Pilbara energy transition.

The evolution of the access regime will ensure that customers can use the new common use network on reasonable prices and terms in a timely manner. The evolution of the PNR will ensure they remain fit-for-purpose in this new, more complex environment. This will involve changes to technical standards, system operation, market design and also changes to strengthen the regime's governance and improve transparency and predictability of decision-making.
