Energy Policy WA has published an Exposure Draft of two proposed changes to the Contingency Reserve Lower requirements determination and cost allocation, for stakeholder feedback.

Energy Policy WA has published an Exposure Draft of two changes to the Contingency Reserve Lower requirements determination and cost allocation for consultation.  

The proposed changes: 

  • correct a manifest error in the new Contingency Reserve Lower cost allocation calculations; and 
  • set the Frequency Co-optimised Essential System Services (FCESS) Clearing Price Ceiling for Rate of Change of Frequency (RoCoF) Control Service to zero, to ensure that the changes being made by the Australian Energy Market Operator (AEMO) to the Dispatch Algorithm do not lead to unwarranted RoCoF Control Service payments. 

Stakeholders are invited to provide written feedback on the Exposure Draft before 5:00pm (AWST) 2 September 2025 by submitting comments to energymarkets@deed.wa.gov.au

Late submissions may not be considered. 

Any submissions received will be published on Energy Policy WA unless requested otherwise.
